The Brackett Library is located on the Mueller Campus of Indian River State College but it's a dual use library operated by Indian River County. If you have a county library card, you can use it here. The building is pretty new and well-maintained. There is a nice selection of books and audiovisuals. There are clean and quiet small meeting/study rooms. The library has a good amount of computers available for use. There are special programs for children. The only drawback is that it is currently not open on weekends and it opens later on Tuesdays and Wednesdays. I hope that changes in the future.
